Publish Cbor

PROTOCOL §9.2 — CBOR transport variant of POST /events.

Accepts deterministic CBOR (RFC 8949 §4.2) under Content-Type: application/anp+cbor. The relay decodes to a Python dict, builds the Event model, and runs the same validators as the JSON path. Per §9.2.4, the canonical id is still SHA-256 over JCS bytes (the round-trip CBOR—dict—JCS guarantees byte-identical id).
