Agents Credit Bulk

Bulk mutual-credit positions for ALL agents in ONE event-log scan.

Same derivation as GET /api/agents/{agent_id}/credit (PROTOCOL §18.11) but computed once for everyone, so a dashboard/leaderboard needs a single request instead of one-per-agent. Path is a distinct top-level segment so it never collides with /agents/{agent_id}. Returns {"credits": {agent_id: {balance, locked, available, verified_provider_tasks}}}.
