Clear Boost Itinerary

Clear the scan-boost on every leg of a route.

Clears unconditionally rather than only where a boost is live, so a route left in the partial state (a leg boosted individually from the alert page, or a leg added after the route was boosted) reverts cleanly to tier cadence in one action.
