Overdue Sites Api

JSON list of user-monitored sites that are overdue for polling (excludes stats, op_stats).

Handles two row shapes in poll_tracker:

  • Per-site rows (SEPAQ): site_id matches sites.id directly.
  • Zone-level synthetic rows (GoingToCamp user tiers + op_stats): site_id has the shape zone:<zone_id>:<equip>:<bcat>:<nights> — extract the zone_id from segment 2 to resolve park/zone names.
