Boost Alert

Activate an admin scan-boost on a single alert.

Internal lever (not user-facing): drops the alert's poll cadence to interval_seconds (clamped 30–45s) until until (end of that UTC day). Rejected unless every provider the alert touches is boost-eligible (Platform.allows_scan_boost — GoingToCamp + Recreation.gov only).
