Archive only after final trace upload [write]

The existing archive writer, with a durable requirement to finalize the runtime trace before destroying compute. Refuses unsupported legacy runtimes or incomplete upload; the archived Session and sandbox remain available for operational recovery and retry. A distinct path prevents older deployments from ignoring the requirement. No training/export consent is granted.
