Writes one mark on the session; never a turn, never a status change. type human.decision takes payload {kind: adopt|rerun|revise|discard|vote|did_the_job|approve, target_session_id?, value? (required for did_the_job and approve), reason? (≤2000 chars), surface?}; For a Mac Create PR adoption, optional payload.github_pr takes {url, head_sha, export_receipt}; the receipt comes from workspace/patch with record_provenance: true and is verified against the exact GitHub result before storing provenance. type outcome.observed takes {kind: pr_merged|deployed|reopened|later_failure|shipped, ref? (≤500 chars), observer?}. An Idempotency-Key header makes a repeat answer 200 with the same event; without one, the same decision by the same caller within a minute lands once. 404 when the session, or a named target_session_id, is not one the caller can see. Nothing writes a decision on a person's behalf: a session without one is undecided.
