While a browser_handoff request in this session is open and addressed to the caller, answers the page the agent's own browser is on. 404 no_handoff when none is open, 403 not_addressed when it is for someone else, 503 browser_unavailable when the browser cannot be reached. Answer the request (done or skip) to hand the browser back.
