Email the routine's creator the result of each run [write]

When a run finishes, its creator gets one email with the last thing the agent said and a link to the run. It is sent whatever the person chose for finished-task emails, and every email carries a link that turns this routine's emails off. Only a routine whose target is new_session can have it (400 otherwise); an archived routine answers 409.
