Post each run's answer to a conversation in a connected chat [write]

When a turn of a run's session ends and the run is not waiting on its owner, the last thing the agent said (at most 3,000 characters) is posted in the conversation with a link to the run, once per run. thread_id defaults to the chat itself. A run a chat message started answers where that message was instead. Only the routine's creator can set this (403 otherwise), on a connected chat of their own in this workspace (404 otherwise). An archived routine answers 409.
