A subscribed device gets a push notification when one of the caller's tasks starts waiting on them or has a result, under the same rules as task emails, for the kinds left on under push in /notification-preferences. application_server_key is the key a browser subscribes with; it is null where browser push is not configured, and the list is empty where push is not turned on.
