Set a plugin's workspace policy [write, owner or admin]

For a bare name or bundle:<name>: recommended, default (installs it now, from source or the plugin's recorded source), blocked (cannot be installed or switched on; an installed one is switched off), or null to clear, exactly as before. Any other Plugin id is recorded under that id: blocked refuses adding it (403 plugin_blocked) and takes a tool or a skill out of the workspace now; default adds a tool or a skill now (422 policy_unsupported for other kinds); recommended is recorded.
