Personal API key with write scope. Runs the Mac/web Library owner: lists complete skill cards, records previously unseen skills and makes pending workspace skills available to new conversations. Uses the verified key workspace or X-Universe; this GET has settlement side effects. Settlement failures retain pending records for retry while the catalog still returns.
