Record the E2B template listing for a version [write]

Stores the E2B sandbox listing string for the built template. Called by the build pipeline after a successful build; advances the version status to ready. Returns 404 when the WORKSPACE_HARNESSES feature switch is off for this workspace. Returns 503 not_migrated when the backing tables are not yet present.
