Project exact committed policy URL identities

After-commit source routing projection of one canonical immutable policy operation, same actual owner credential and fixed first-party transport. Bearer is preferred with no cookie fallback; the dedicated session path carries only the runtime sessionToken cookie and exact policy purpose headers, never a general Cookie or session_data/admin fields. The source callback uses only the fixed canonical GET/projection UUID, source_epoch and purpose; it reauthenticates the actual owner. No independent policy writer or user action. Superseded never restores old grants; failed current projection yields 503 artifact_policy_projection_pending and same-UUID recovery. Canonical replay of superseded work yields 409 artifact_policy_projection_superseded.
