Teams Webhook

Handle Microsoft Teams Bot Framework callbacks.

Authenticated via JWT bearer signed by Microsoft and verified against the Bot Framework JWKS (_verify_teams_bearer). Without TEAMS_CLIENT_ID configured the endpoint rejects everything — there is no permissive fallback (closes audit finding [TEAMS-AUTH]).
