Handle Slack Events API — URL verification + event dispatch.

NOTE: The url_verification challenge response is returned BEFORE signature verification. This is correct per Slack's specification — the initial challenge request during app setup may not carry a valid signature. However, this means anyone can probe this endpoint to confirm it exists. This is acceptable — the endpoint path is not secret.
