Get WhatsApp Manager instructions

Use when a human needs provider-only business verification, billing or phone management. Returns the existing native WhatsApp Manager URL and instructions for a discovered channel, not an authenticated provider session. Human login and provider access remain necessary. This does not bypass provider consent or change the channel. For operational diagnostics use get_whatsapp_channel_health. Requires channels:read.
