Restart Paper Deployment
End a LIVE or PAUSED paper run and start a fresh run of the same thing.
One transaction: the class-scoped lock (a real id 404s; anything but LIVE/PAUSED, or a pending update, is 409), the stop half (STOPPED with stopped_at, shard route, equivalence, a STOP_REDEPLOY record naming the new id), the COSTED backtest.create check on this connection (so the stopped run no longer holds its slot and an org at its cap can restart), then the create chain on the old run's deployed commit, schedule, config and baseline capital with a freshly minted account. Any failure before commit rolls both halves back. After commit: the old schedule is deleted (best-effort), the old run settles at its stopped_at, and on_paper_create_completed fires once for the new run (S01 §3.13 steps 0-6).
