Stop Paper Deployment

Stop a paper run (terminal), LIVE|PAUSED -> STOPPED (S01 §3.13).

The live stop's order (Q-2353): STOPPED with stopped_at, the shard-route retirement, the equivalence cancel and the STOP_USER record, then the schedule delete, then commit. The paper counter fires, never DEPLOYMENTS_STOPPED. The account stays authorized and its KEEL_MINTED credential active; positions are not liquidated. Then, in its own transaction, the final settlement at stopped_at: best-effort, a failure is logged and recorded as STOP_SETTLEMENT_FAILED without changing the stop.
