Clock Tick Ingress
The EventBridge clock edge (lock §10.6a): a minutely EventBridge rule POSTs here via an API destination; we enqueue the clock_tick actor and return. The actor is DARK in v1 (heartbeat only — APScheduler remains the live clock); the worker-side heartbeat log line feeds the dead-man alarm, so this endpoint stays thin on purpose: any logic here would be invisible to that alarm.
