Record the outcome of an operator's verification.

Lived under /demo until M0, as one of the demo panel's controls. It is the only way an operator becomes verified until operator onboarding replaces it (M3B), so it moved here when that router was deleted. The verdict still travels as a provider event through the one handler, which is what makes a replay harmless and what a real verification provider will call.
