Enter Request

A request taken on the phone from a real person, typed by an admin (M4A, F54; DEMAND-1).

It is stored with the admin's id and stays pending_verification: no operator is told and it counts in no demand figure. A confirmation goes to the person's own address, and the request is distributed only when they enter the code from that email. The audit event names the admin and the centre, and nothing of the person.
