Get Row Hook State

Per-row hook state for the DAG overlay.

Returns one entry per versioned column on the table with:

  • cell_state (state, attempt_count, error, last_attempt)
  • current version pointer + iteration_note + skill_used
  • inputs_snapshot (which upstream versions were consumed)
  • drift list (per-input is_stale flag) — the load-bearing thing the FE renders as a "stale" badge on edges.
