Skills LIVE for the caller (membership ∧ approval, TOS-1493).

Was list_active_for_identity (the legacy skill_installs join) until TOS-1493 retired that write path - a skill installed after the cutover never gets a skill_installs row, so the legacy join would silently go blind for it. list_live_for_identity is the resolver both install_skill (this endpoint's write side) and the runtime skill registry already agree on.
