Import Skill From Url

Begin an asynchronous skill import from a GitHub shorthand or https URL.

Returns 202 immediately with a stub skill row (import_status = 'installing'); the GitHub fetch runs as a background task that finalizes the row to 'ready' or 'failed'. The client renders the placeholder card from the returned row and polls GET /api/skills until it settles. Re-importing a URL the caller already has refreshes that row in the background without disturbing its card.
