List Skills

List skills for an owner scope.

Authorization model:

  • identity: caller can only list their own skills.
  • agent / kb: caller must own the agent / be a folder member (enforced by _require_install_target).
  • plugin / enterprise: no membership relation exists for these scopes today, so we list public skills only. This keeps Phase 7+ catalog browsing working without leaking unpublished plugin/enterprise skills to non-members.

Pass deleted=true to list the recycle-bin contents instead of live skills (TOS-435).
