List Deleted Organizations Endpoint

The caller's binned organizations, newest deletion first.

Declared BEFORE /organizations/{tenant_id} so recycle-bin cannot be parsed as a tenant uuid (the same shadowing the members_add override below guards against for POST). Only orgs where the caller is still an active OWNER are listed, matching the restore authority - so role here is always "owner", not a hardcoded guess.
