Get Notifications

Keyset-paginated open notifications, newest first (TOS-464 / TOS-3120).

"Open" is every unresolved obligation plus every unread receipt - an obligation deliberately survives being read, because reading is not doing.

Without before returns the most recent limit rows; pass the previous response's next_cursor as before to load older ones. 400 on a malformed cursor.
