Upload Bulk File

Stash bytes for a single file row, marking the row uploaded.

Streams the body, refusing anything larger than MAX_BULK_FILE_BYTES. Returns 404 if the row doesn't belong to the caller, 409 if the job is terminal, or the row is past pending.
