Restore Folder

Restore a binned folder and exactly what its delete binned (TOS-3390).

Undoes one delete: everything that delete put in the bin comes back, including removed skill placements and shortcuts. Anything binned by an earlier, separate delete stays in the bin. A folder deleted as part of a bigger folder, or with its owner, is restored by restoring that instead. Idempotent on a live folder. Same authority as delete.
