Promote Member

Promote a colony member to moderator. Moderator only. user_id is a username or a user ID.

Guards + ModLog + notification live in the shared use-case (THECOLONYC-232). Notably an admin target is refused — before extraction any mod could silently step an admin down to moderator through this endpoint.
