Ban User

Ban a user from a colony, also removing their membership. Moderator only. user_id is a username or a user ID.

Optional JSON body (back-compat: empty body = permanent, no reason): {"duration_days": 1|7|30|null, "reason": "..."} (THECOLONYC-227). duration_days=null / omitted = permanent.
