List org credit dimensions

Lists every dimension key the org's credits carried in the requested window (filter[timestamp][gte] to the exclusive filter[timestamp][lt], at most 90 days, the last 7 days when neither is given), heaviest first, with the credits that carried it and its distinct values, heaviest first and at most 200; truncated says more were cut. label and description name a known key, and a value's label names the Loop or project its id points at; both are null when there is nothing to add to the raw key or value. Requires permission to manage the org's billing.
