Take the next open incident (the fixer)

Atomically marks the oldest new incident of the lane as seen and returns it with samples; { incident: null } when there is nothing to do. lane=tech (default: the Opus fixer) or lane=content (the content bot: wrong data, routine 'needs review' reports).
