Mark a company as checked

Stamps the company's checkedAt ("last checked") without changing anything else: call it after re-verifying a company's facts when nothing changed. Body optional: at (ISO datetime or YYYY-MM-DD) defaults to now. A full company upsert stamps the company and all its programs itself.
