Mission Overview Snapshot Endpoint

First-paint payload for the Mission Control Overview tab.

Exact counts still populate the cache, but a cold cache miss must not hold an admin request open while every daily aggregation runs. Railway p99 treats that as production latency, so cold requests return a lightweight refreshing payload and let the exact snapshot hydrate in the background.
