Diagnostics Logs Endpoint

Return raw recent event rows that drove a diagnostic flag.

The Diagnostics "View Logs" modal calls this to show the admin exactly what happened — error messages, timestamps, actor — so they can understand why a flag fired (e.g. what the billing failure actually said).
