Force Provision

Force-provision an installation for a given location_id.

This is the manual recovery tool for cases where installations have silently disappeared. It:

  1. Looks up if there's an agency install for the company
  2. If found: exchanges agency token for location token and calls handle_installation
  3. If not found: creates a minimal record with needs_reconnect=true
  4. Returns the created/updated installation record
