Get Quota Usage

Per-org quota usage across the three billable dimensions (task 917).

strings = variant-counts-as-string total (base keys + overlay values + surface overrides + plural extras) vs the per-tier keys cap → signal upgrade_required when over. storage_gb/bandwidth_gb = CDN usage vs the included quota → signal metered_overage when over (distinct path: CDN overflow is pay-as-you-go, strings overflow is a hard tier change).
