Gone: a device no longer writes its intervals; the cloud decides each from its context

Answers 410 gone: since the generate-reliability plan an interval is decided once, in the cloud, from the context its device uploaded, and no device writes one. Kept so its removal is not an API break; the follow-up removes it.
