Allow or revoke the raw capture archive for an internal tenant (operators only)

Sets policy.raw_archive. Allowing reads the tenant's mark under a row lock and refuses a tenant not marked internal with 409 tenant-not-internal, writing nothing; the database refuses it again. Revoking is allowed on every tenant.
