For a firm: Delete an option set none of whose values an entry carries (admin)

204 while no entry carries one of its values, 409 once one does, naming the count. A set whose values are in use is DEACTIVATED and never deleted: it is the only record of what those values meant.

Operator mount: an operator acting for the firm named in the path, as its oldest active admin, else its oldest active billing member; X-Six-Minute-Acting-As names them. 404 for no such firm, 409 urn:six-minute:problem:no-acting-member for one with neither.
