Resolve the latest ready Account IX for a company slug

Returns the newest ready report for the caller-owned company slug regardless of age (the report an explicit-policy POST returns as cached), or 404 when none exists. Used by the Portal committee "Learn more" back-navigation and by useLatestAccountBySlug.
