Register an external account or finish the same signup

Save a fresh UUID and independently generated registration_secret and recovery_secret before the first call. Same-seed retries complete one account. No bearer or Idempotency-Key is used. Never replace the seed after an unknown response. Recovery is separate from signup; tokens expire after 90 days.
