Upload a file to the public CDN without tracking it

Same as POST /api/v1/uploads, but writes NO user_uploads row. The file is not part of the resource library: it cannot be listed via GET /api/v1/uploads, nor patched or deleted via the API. Its only handle is the returned unguessable CDN URL; cleanup is governed by the bucket/CDN lifecycle policy. tenant_id and user_id are still preserved in S3 object metadata for audit.

Response

Upload accepted; file is now publicly readable at url. No tracking row is created.
