Retract an upload (owner-only)

Soft-deletes the user_uploads row and hard-deletes every S3 version + delete marker for the underlying object. The CDN cache may still serve the file for up to cdn_eviction_seconds after success. Only the original uploader can call this — cross-user or cross-tenant attempts return 404 (not 403) to avoid existence leakage.
