Clone a questionnaire template as the Retraced admin

Copies a Retraced-owned template, its sections and its questions into a brand-new draft template named "Copy of …". The admin twin of POST /api/questionnaires/:id/save-as-template — same clone, same service — but gated on admin:questionnaire:create, which only RETRACED_ADMIN holds. The source is looked up across companies and must be Retraced-owned: a company-owned questionnaire answers 403 cannot_clone_template, an unknown id 404. The clone belongs to the source's company, carries no answer requests or responses, and starts inactive so it stays out of the shared template pool until it is switched on.
