One question of the admin question-template library with its answer options and attachment, in the { data, metadata } envelope (legacy answered the bare record). attachmentFileUrl is the CDN URL and originalAttachmentFileUrl the stored key. Options come back in stored order. 404 question_template_not_found for an unknown id (legacy: not_found).
