Lookup a given place by <code>parcel_id</code>

Assuming the parameters are valid and a schedule can be found, you will receive a HTTP 302 redirect to a URL containing service information. This URL and information will include a place_id, which can be used in subsequent lookups and as a permanent external identifier for this address.
